It is the other way. First, one will have द्रव्यलिंग and then भावलिंग.
To put this in perspective - If we say that भावलिंग comes first, then it will lead to an absurd situation where a person may reach the 7th गुणस्थान and is still with परिग्रह. When will that person take the vows ? Because if भावलिंग has to come before द्रव्यलिंग, then it means that that person is still a श्रावक.
Only those who have taken the दीक्षा, and are following the rules of द्रव्यलिंग, are eligible to get that level of भावलिंग. Attaining भावलिंग of that level requires that extra cushion of the best possible शुभ भाव and शुभ क्रिया.
